The Consortium

The Consortium is made up of the 11 local authorities. The policy-making body of the Consortium is the Joint Committee, made up of Elected Members (Councillors) from each authority. They meet as required to approve budgets, ratify decisions made by its advisory bodies and receive reports.

The main advisory body of the Joint Committee is the Consortium Advisory Board (CAB), made up of nominees from the Consortium local authorities. It meets quarterly and agrees what activities it wishes to commission from YHGfL. Ideally, CAB members should be able to make decisions relating to finance and policy in the area of eLearning for their local authorities.

CAB's main advisory group is the Commissioning and Monitoring Board, made up of some members of CAB and some members of the YHGfL Foundation's Board. It also meets quarterly. Its role is to monitor YHGfL Foundation's work, to advise on what work should be commissioned by CAB and make recommendations to CAB as it sees fit.
