Outline of the 14-19 reforms and associated learning pathways.

What are the 14-19 reforms?

The reforms cover a number of areas, aimed at providing a range of learning pathways in order for 14-19 year olds to progress their learning and employment opportunities. In addition to the pathways, the reforms also include the introduction of functional skills, Project qualifications and the transition of vocational qualifications into the QCF (Qualifications and Credit Framework).

What is the Diploma?

The Diploma is a new qualification, for first teaching in 2008 and one of the options in the 14-19 reforms. The introduction of 17 Diploma subjects are scheduled between 2008-2012, with five in each of the first and second years. The Diploma subjects are sector related and referred to as Lines of Learning. They are available at Foundation (Level 1), Higher (Level 2) and Advanced (Level 3). A Progression Diploma is also available at Level 3, which does not have the Additional/Specialist Learning component.

The Qualifications and Credit Framework

By 2010, all vocational qualifications are set to become part of the QCF (Qualifications and Credit framework). This includes BTEC Nationals, OCR Nationals and a range of other vocational qualifications. Within the QCF and many existing vocational qualifications, learners can achieve an Award, Certificate or Diploma. However, the reference to Diploma here is unrelated and very different to the Diploma pathway provided as part of the 14-19 reforms.
