Yorkshire and Humberside Regional Broadband Consortium’s Publication Scheme on information available under the Freedom of Information Act 2000

Introduction: what a publication scheme is and why it has been developed

One of the aims of the Freedom of Information Act 2000 (or FOIA) is that public authorities should be clear and proactive about the information they will make public.

To do this, we have produced a publication scheme setting out:

The classes of information which we publish or intend to publish;

The manner in which the information will be published; and

Whether the information is available free of charge or on payment of a fee

The scheme covers the information already published and information which is to be published in the future and is a complete guide to the information routinely published by the Y & H Regional Broadband Consortium. It is not a list of the actual publications, since this will change as other things are published, but a description of the types of information published.

Some information which we hold will not be made public, for example personal information or information which is exempt from the scheme.

How information is published

All information in our publication scheme is either available on this website to download and print off or you can contact us for a hard copy of our information. The contact details are as follows:

If the information you are looking for is not available via the scheme and is not on our website you may still contact us to ask if we have it under your individual right to information held by public authorities which will come into force in January 2005.

Responsibility for the Scheme

The contact details for the person who is responsible for maintaining the publication scheme and who should be contacted if any issues arise concerning the organisation’s compliance with the FOIA are the Secretary to the Joint Committee as above.

Paying for Information

Most of the information in the scheme is available free of charge. There are some limited exceptions to this:

Some publications involve a charge and where this applies a £ sign will appear under the costs heading in the relevant class.

Where information is printed off or copied to meet an enquiry the Consortium reserves the right to make a reasonable copying charge. This is most likely to occur where the document size exceeds 20 pages or where multiple copies are requested.

The Aims of the Regional Broadband Consortium

The Regional Broadband Consortium aims to advance education and learning generally through the use of Information and Communication Technologies and in particular through:

providing and assisting in the provision of information and communications technology and systems to schools, colleges, libraries, museums and other places or organisations of education or learning;

supporting innovation in and commitment to education and learning through the use of or by means of information and communications technology and systems;

and providing or assisting in providing and improving access to information and communications technology and systems for education and learning

This publication scheme is a means of showing how we are pursuing these aims.

Classes of Information Currently Published

In all these cases, hard copies can be obtained by contacting the Company Secretary as above.

1. Legal Framework – information relating to how the company was established and its standing in law

2. Governance Structure – how the Company is organised and the function and purpose of each part

3. Financial Information – financial information about the company

4. Personnel Information – job descriptions and person specifications, and pay ranges

5. Minutes – minutes and papers of the Foundation Board, excluding details of discussions relating to specific individuals, information provided in confidence, information likely to prejudice the commercial or security interests of any person or of the Consortium, or information subject to legal professional privilege.

6. Miscellaneous Information – other information about the Company which may be of interest.
