Introduction: what a publication scheme is and why it has been developed
One of the aims of the Freedom of Information Act (referred to as FOIA) is that public authorities, including publicly owned companies, should be clear and proactive about the information they will make public.
To do this, we have produced a publication scheme, setting out:
the types or classes of information which we publish or intend to publish;
the way in which the information will be published; and
whether the information is available free of charge or on payment of a fee.
The scheme covers information already published and information which is to be published in the future and is a complete guide to the information routinely published by the YHGfL Foundation. It is not a list of the actual publications, since this will change as other things are published but a description of the types of information published.
Some information which we hold will not be made public, for example personal information or information which is exempt from the scheme

Responsibility for the Scheme
The Chief Executive of YHGfL Foundation is responsible for this publication scheme on behalf of the Foundation, and the Company Secretary is responsible for its maintenance. Either can be contacted if any issues arise concerning the organisation’s compliance with the Freedom of Information Act.
Paying for Information
Most of the information here is available free of charge. There are some limited exceptions to this:
Some publications involve a charge and where this applies a £ sign will appear under the costs heading in the relevant class.
Where information is printed off or copied to meet an enquiry the Foundation reserves the right to make a reasonable copying charge. This is most likely to occur where the document size exceeds 20 pages or where multiple copies are requested.
The Responsibilities of YHGfL Foundation
YHGfL Foundation forms part of the national grid for learning programme. It has two main elements:
A large private broadband communications network which links schools and education authorities. This private network links to the JANET network.
The provision of access to high quality learning content and related services over this network.
YHGfL Foundation is a company limited by guarantee run on a ‘not for profit’ basis with each of the participating LEAs being a member of the company.
The YHGfL Foundation aims to advance education and learning generally and in particular through:
providing and assisting in the provision of information and communications technology and systems to schools, colleges, libraries, museums and other places or organisations of education or learning;
supporting innovation in and commitment to education and learning through the use of or by means of information and communications technology and systems; and
providing or assisting in providing and improving access to information and communications technology and systems for education and learning.
And this publication scheme is a means of showing how we are pursuing these aims.
Classes of Information Currently Published
In all these cases, hard copies can be obtained by contacting the Company Secretary as above.
1. Legal Framework – information relating to how the company was established and its standing in law
2. Governance Structure – how the Company is organised and the function and purpose of each part
3. Financial Information – financial information about the company
4. Personnel Information – job descriptions and person specifications, and pay ranges
5. Minutes – minutes and papers of the Foundation Board, excluding details of discussions relating to specific individuals, information provided in confidence, information likely to prejudice the commercial or security interests of any person or of the Foundation, or information subject to legal professional privilege.

7. Development Groups - the various Foundation Development Groups
8. Miscellaneous Information – other information about the Company which may be of interest.
